SAPs - New Dwellings & Flats.

Since April 2006, all new dwellings have required an assessment under the latest Standard Assessment Procedure (SAP 2005). This is an energey assessment of the building and must be undertaken  by a government approved assessor.

This is set out in Regulations 17A, 17B, 17C & 20D identified within Part L1A of the 2006 Building Regulations.

Your Building Control Body will require a SAP calculation at design stage, and on completion of the build ensuring compliance has been achieved. This is a requirement for all new dwellings and flats constructed or as a result of a conversion.

A SAP certificate forms part of the approval process and will be required on the sale of the property.

Under SAP, the general indicators are (a) energy consumption per square metre of floor area; (b) an energy cost rating (the SAP rating); (c) a rating based on CO2 emissions; (d) a Dwelling Emission Rate (DER) based on kilograms of CO2 per square metre.

Existing Dwellings.

Part L1B of the Building Regulations covers works on existing dwellings.

In some instances, a SAP calculation may be required to assess an existing dwelling.

For Example, an extension with large glazed areas, which forms part of the main dwelling, may not appear to comply with current legislation. However, if the whole dwelling is considered by use of a SAP calculation, it may be possible to show that compliance can be achieved.
